The seminar aims at providing an overview of the structure and work of the Organization for Security and Co-operation in Europe (OSCE) with a particular focus on the OSCE Asian Partnership for Co-operation. As the world’s largest regional organization under Chapter VIII of the United Nations Charter, the OSCE constitutes an inclusive forum for negotiations aimed at promoting security and stability in Europe, while at the same time offering the opportunity for sharing experiences and lessons learned with non-OSCE partners on inter-regional challenges of global relevance. The OSCE Asian Partnership, which covers the engagement with Afghanistan, Australia, Japan, South Korea, and Thailand is particularly attractive for such an inter-regional exchange. The seminar will therefore be structured into three parts starting with a general introduction into the structure, role and peculiarities of the OSCE, followed by an overview of the concept and the implementation of the OSCE Asian Partnership for Co-operation, and complemented by a detailed exercise/simulation of an OSCE Asian conference preparation. By that, the seminar looks into offering both conceptual knowledge and an insight into the work of a practitioner.

Ms. Marietta S. König is Senior External Co-operation Officer in the Office of the OSCE Secretary General and in her function the main liaison for the OSCE Asian Partnership for Co-operation, as well as for the partnership frameworks with the Council of Europe (CoE), and with several regional organisations including ASEAN, CIS, CSTO, and the Shanghai Cooperation Organization. Before joining the OSCE Secretariat in Vienna in 2014, she was a political and reporting officer in the European Union Monitoring Mission in Georgia. Ms. König has an academic background as a research fellow at the Institute for Peace Research and Security Studies at the University of Hamburg where she published extensively on the root causes of ethno-political conflicts, the challenges of conflict management and the role of international actors in the post-Soviet region. Her recent publications looks into the thematic priorities and developments of the OSCE Asian Partnership (OSCE volume published by the Istituto Affari Internazionali - IAI, Rome, forthcoming in spring 2021) and on Enhancing Cooperation between the OSCE and the Council of Europe (OSCE Insights 09/2020).

Ms. König has an M.A. in Political Science with minors in Intercultural Business Communication, Slavic Studies, and Caucasus Studies from the Friedrich-Schiller-University (1998-2004).
