Norms are commonly considered to be “standards of appropriate behavior for actors with a given identity”. While many contributions in the literature question that norms can shape state behavior independent of power, other strands of IR research have increasingly studied how norms develop on the global stage, how they are adapted to different contexts, and what effects they have on the behavior of state and non-state actors.
Therefore, we trace these debates and compare different strands of the literature. We discuss the emergence of norms as well as the various ways they influence state behavior. Finally, the course deals with challenges and contestations put forward by state, regional, and societal actors. In addition to the major theoretical contributions to the norms literature, we will discuss works that explore specific norm dynamics at the international and/or local level, such as human rights, the rule of law, anti-corruption or good governance. Special emphasis will be put on activism, including norm entrepreneurs, advocacy coalitions, and international organizations. |
