This seminar explores peace operations of such organizations as the United Nations (UN), African Union (AU), European Union (EU), and North Atlantic Treaty Organization (NATO). In the first part of the seminar we scrutinize the decision making which leads to the fielding of peace operations as well as the decisions of individual states to deploy troops for such operations. In this context we will analyze the legal dimension and the roles of such key decision making bodies as the UN Security Council, the AU Peace and Security Council, and the EU Council. A further focus is on the role of the (key) member states of these organizations. The second part of the seminar concentrates on the implementation phase of peace operations and explores under which conditions peace operations succeed or fail. In both parts of the seminar we will read and reflect on the theoretical and empirical literature on peace operations and will engage with some case studies. |
